Harvey Dent was the chief public prosecutor of Gotham City around the time of Jack the Ripper's murders.

Harvey Dent studied in the same school as Bruce Wayne and the two became good friends. He grew up to become a lawyer and married Gilda Dent, though he soon became unfaithful and fell in love with the actress Selina Kyle, who ignored his overtures and grew attracted to Bruce instead when he attended her musical performance along with him. This caused him to start harboring a great deal of jealousy against his old friend.

When Bruce was implicated in the murder of Marlene Mahoney and murders of other women committed by Jack the Ripper, Dent used this to take revenge by telling the Gotham City Police Department that he must be at Selina's hotel. He also had Bruce successfully imprisoned at the Blackgate Penitentiary, arguing that the evidence was strong and he was a threat to the city, but could easily get away with his wealth. When Selina later arrived at the GCPD Headquarters in order to tell Commissioner James Gordon that Bruce was Batman, in order to exonerate him, Dent thought she was trying to woo a new lover and accused her of being a whore. As she tried to slap him, he warned her not to attempt it again before telling her that Gordon was at the Gotham World Fair.
