- Mad Hatter II was created by Bill Finger and Sheldon Moldoff, first appearing in Detective Comics #230. However, in the Prime Earth continuity, Mad Hatter II first appeared as part of the New 52 DC Universe in Resurrection Man (Volume 2) #6 by Kyle Higgins and Will Conrad.
