Head was an agent working for the Infiltrator to take down the Birds of Prey, alongside Flesh and Napalm.
History
His special equipment prevents him from losing consciousness no matter how many times he's struck. He is specifically designed to combat Batgirl, who primarily takes her opponents down using knockout moves. Their group failed when Katana threw Napalm down an elevator shaft and the Birds escaped through the explosion.[1]
