Heretic is the loyal lieutenant of Talia al Ghul.
History
With his history an utter mystery, The Heretic appeared in Gotham and within six months, had gathered half of Gotham's criminals under his command and was steadily seizing control of all organized crime from Black Mask. His exploits naturally earned him due attention from Batman and Batwoman, who both independently crashed a torture session for one of Black Mask's accountants who was believed to have information on one of his boss's shipments. The ordeal turned out to be a trap in which the Batman was seemingly killed, but actually taken captive. He is later revealed to be under direct orders from none other than Talia Al Ghul.
A little over two weeks later, The Heretic reappeared with his underlings at Wayne Enterprises in order to take possession of an unknown piece of technology. Though he was met with resistance by Nightwing (posing as Batman) and Robin, he and his team were successful in their acquisition and made their escape, leaving Lucius Fox gravely injured and Damian incapacitated.
The Heretic later stealthily invaded Wayne Manor and abducted Damian, in direct opposition to Talia's orders to keep him at arm's length. Bringing him back to his base, he revealed to Damian his true identity. He was a clone created by Ras Al Ghul using Damian's DNA, the final product of a series of genetic experiments to create the ultimate soldier. After being artificially aged to an adult, he was later implanted with memories using technology developed by The Mad Hatter.
Despite being "bred to perfection", however, The Heretic revealed that due to his lack of memories, he felt incomplete, and that he abducted Damian in order for the Hatter to duplicate his memories and use them to "fill the void" and provide himself with a soul. When Talia confronted him over his disobedience moments later, he broke down and begged her to let him have Damian's memories so that he could love her like a son.
Seeing his emotional outburst and instability as weakness, Talia promptly killed him in disgust, to the shock of everyone in the room. His remains were dealt with by his loyal subordinate Onyx, who later made an attempt at vengeance for his murder.
