The Ice Pack is a team of ice themed super-villains.
History
After the ice themed group had captured and frozen the Super Friends and an entire city they got into an argument about superiority and authority. While all the members--save Mister Freeze, who simply took the opportunity to take a walk outside of his suit--were competing to try to prove themselves the best ice villain the Justice League escaped and captured them.
