Icon #14 is an issue of the series Icon (Volume 1) with a cover date of June, 1994.
Synopsis for "Sansabelt"
A disturbed man named Eddie obsessively studies footage of Rocket, identifying her inertia belt as the source of her powers. After vowing to a macabre audience of his own victims that he will claim the belt, he spots his chance when the heroes schedule a public appearance at a local youth community center.
Because Icon cancels his appearance, Rocket attends on her own. Eddie arrives, outsmarts and disarms Rocket, seizing the inertia belt for himself. Fueled by its power, he goes on a violent rampage, declaring ownership over everything he sees. Icon, furious at Rocket's recklessness, resolves to track down and destroy the belt to prevent further catastrophe, a plan Rocket desperately opposes, as it would mean the end of her life as a hero.
Icon confronts Eddie, who has dangerously tampered with the belt's settings. During their battle, Eddie reveals his twisted philosophy: he consciously chose a path of violent acquisition over the educated, normal, peaceful life. Icon ultimately triumphs and secures the belt, returning it to Rocket with a sobering lesson about recklessness and the misuse of technology.
