Impulse was granted powers by Lex Luthor's Everyman Project, using them for villainous purposes.

History

Unlike most others involved in the project, who lost their powers when Luthor removed them on New Year's Eve, Impulse continued to operate. He later clashed with the Flash in Los Angeles and was easily apprehended.
