Ishmael impersonated Gangbuster for Tobias Whale.
History
Ishmael and his brother Queequeg were shapeshifters working for Tobias Whale. Whale sent Ishmael to impersonate Gangbuster and assassinate the leader at a gang peace summit. Black Lightning discovered the impostor and he and Gangbuster stopped the shapeshifting brothers.[1]
