The Island Federation was formed on Seaward Island in 1952.
History
While the Cold War was going on, in 1952, almost all of the world's island nations convened a conference, and united in a single democratic federation. Blackhawk Island was a charter member, as were Seaward Island and Peurifoy Island. In the negotiations that followed, it became clear that the only international figure who was universally trusted by enough of the Federation's potential membership, was Blackhawk. At first the famous aviator rejected the Conference's nomination, but at that time, the infant Island Federation was under attack by an international air pirate calling herself the Valkyrie. Under this threat, many potential member states simply refused to join unless Blackhawk took command; so Blackhawk reluctantly accepted the office.
Blackhawk and his squadron put the Valkyrie and her pirates out of business, and Blackhawk resigned the Federation's presidency shortly thereafter.

Notes
- The year before these events, Blackhawk had gotten roped into temporarily acting as head of state, in the Eastern European country of Fusang.[1] This time Blackhawk didn't appoint his men to any cabinet positions, and got out of the government as quickly as he could.
