J. Edgar Hoover was the Director of the FBI between 1935 and 1972.

Hoover masterminded the creation of the JSA as a government-sponsored superhero team in order to establish some kind of state control over the masked mystery men who arose during World War II. Green Lantern, one of the first, most powerful and most high-profile early heroes; agreed to be formally made a member but refused to actually serve on the team, preferring to work alone. Hoover discovered Green Lantern's true identity as Alan Scott and blackmailed him into working with the JSA with evidence of Scott's homosexuality,[1] even though he himself was also a closeted homosexual.[2]

Green Lantern later lead the JSA in breaking away from government control. When Hoover threatened to expose him, Scott warned Hoover that doing so would remove any constraints on him; and that Hoover and the establishment he represented would face a full-scale uprising from the underground queer community lead by Green Lantern. The Flash and The Spectre accompanied Scott to his meeting with Hoover, demonstrating that they and the JSA membership at large supported him.[2]
