James Gordon is the commissioner of the G.C.P.D. and a long time ally to Batman.
History
James Gordon had a meeting scheduled with Harleen Quinzel to discuss her police interviews, but that was put on hold after The Executioners, a group of rogue cops, executed Sal Maroni on live television. Gordon feared the timing for her research couldn't be any worse, since the entire police force was under suspicion. And yet, he let her inside the precinct to see the situation for herself. Before the meeting could end, Harleen asked Gordon if she could talk to Batman. Unwillingly, he turned on Bat-Signal and both waited a couple of hours until Batman arrived. After he had his talk with Harleen, he spoke in private with Gordon.[1]
During the Arkham breakout, James Gordon was there to secure the area and prevent any inmate from escaping.[2]
