James Gordon is a member of the Court of Owls.

History

Before the world fell apart, Gordon was a valued ally of Batman. One night, Gordon showed Batman their new Bat-Signal, as the old one had finally broken after years of use. Gordon sensed something was bothering Batman, and got him to talk about a troubling possible secret the Dark Knight had discovered: that Joe Chill killed the Waynes to avenge his son.

After humanity embraced evil and slaughtered the superheroes and supervillains, Gordon presumably fought alongside the Batman Family in the chaos afterward. Eventually, a new villain called Omega arose, wielding the Anti-Life Equation. Unbeknownst to Gordon, Omega was actually Batman himself, now twisted into evil. Omega subjugated Gordon's will until Tim Drake managed to free him and hundreds of others from the Equation. Gordon then became part of the new Court of Owls, a resistance movement against Omega's regime. At some point, Gordon became blind.

With knowledge that Omega was working on an amplifier that would spread the Equation to such an extent nothing could protect against it, the Court launched an attack and were defeated. Gordon was one of the survivors.

When all hope seemed lost, the new Batman and Wonder Woman arrived. Even though he was blind, Gordon recognized the face of his old friend. Batman managed to rally the Court to launch another attack, with Gordon expressing support.

For Wonder Woman and the Court's plan to infiltrate Arkham Asylum to work, Gordon would need to broadcast M.A.D.T., an invention by Jervis Tetch, that made them invisible to their enemies. However, one of Omega's minions burst into the van he was in and captured him.

Gordon survived the battle, which ended in Omega's death, and stood by the heroes to watch the arrival of a baby Kal-El from another universe. He expressed interest in becoming an avatar of The Green.
