James Gordon is the commissioner of the Gotham City Police Department, who has worked alongside the Batman for years.
History
At the present time of the movie's story, he first appeared at Arkham Asylum when Batman arrived to have a peaceful talk with the Joker, only to find that the Joker had escaped. Later on, he was in his apartment with his daughter Barbara, gluing newspaper articles about the Batman in his scrapbook, when the Joker arrived at his doorstep, greeting his daughter with a gunshot to the abdomen that left her paralyzed from the waist down. James was soon subdued and brought unconscious to the derelict Bonus Brothers carnival where he was stripped naked and forced by the Joker to endure a fun house ride where he saw pictures of his daughter Barbara bleeding and naked. The Joker hoped from that experience that it would drive the commissioner crazy, but when Batman arrived at the carnival to deal with the Joker, James proved rather resistant and called for Batman to have Joker brought into custody by the book.
