Jason Todd is the leader of the Red Hoods, one of the biker gangs roaming about the Freescape.

History

He is rivals with Nightwing.

Jason crossed paths with the Gotham City Garage when both gangs fought over a truck transporting weapons to the Garden. Jason lost several men in the fray but managed to get behind the truck's wheel and headed into the Valley of Clay, hoping to lose the rival gang. However Clayface knocked the truck over and almost kills him. Kara Gordon saved his life but made him retreat.
