Jerrie Rathaway was the developmentally disabled daughter of Osgood and Rachel Rathaway.
History
She lived with her family in their large mansion north of Keystone City.
When her father got into some financial troubles with some men associated with the Turtle, he acquired an account book, hoping it to use it for leverage. The Turtle sent some of his agents to the Rathaway mansion to recover the book. The men threatened to harm Jerrie if her father didn't give them the book. However, Jerrie's older brother, Hartley, also known as the Pied Piper, with the help of the Flash, rescued them.[1]
