The Joker is one of Batman's oldest foes.
History
As one of his capers, Joker put a tracking device inside of a ceramic bust made in his own image, knowing that Robin wouldn't resist but to take it as a souvenir. He purposefully got himself and his gang arrested only to break out on the way to jail and follow the signal. Amongst the Joker fight and the Mystery Inc. visiting the Batcave, Batman and Robin didn't have the time to properly scan the bust. Since the tracking device was based in ultrasonic technology, Scooby-Doo would show visible discomfort every time he got near the bust, quickly exposing Joker's grand plan. Batman moved the bust far away and lured Joker and his gang to some other dark cave, where the authorities got to properly get the jump on Joker with the help of the Mystery Inc. as well.[1]
Some time later, Joker escaped from prison yet again. This time, he would need the help of other villains to put a real dent on Gotham City. He staged a quarter-billion dollars international sweepstake and gave the money away to Jolene Harker, one of Harley Quinn's fake identities. The event garnered attraction world-wide and was heavily documented by the press. There was no actual money involved, but it was important that Harley believed to have won the lottery fair and square so she would come out to the event and sign whatever document came in her way without breaking character. She used this identity to buy off several properties in Gotham's waterfront, a section of the city that was in desperate need of sponsorship. Joker planned for the construction area to keep gradually expanding throughout Gotham. If a local business was offering resistance to the new management, he would hire Doctor Double X to haunt their establishment, scaring the owners away and driving down the price of submission. Plus, if the plan didn't work, the blame would fall under Harley.
The mayor provided full support to her actions, having the entire area closed off for construction and approving said expansions. Even Batman wasn't allowed to patrol those streets as he's used to. Fortunately, he found a loophole by investigating the waterfront transactions by the sea. He discovered that Joker was behind the constructions, but couldn't bring him in because they were properly sanctioned. As a last resort, Batman tried to have Joker arrested for tax evasion, but as he dug deeper into the rabbithole, found out that Joker wasn't paying taxes because there he had no money to begin with, all the checks sent to the mayor's office had no real value attached to them. However, some projects such as Joker's amusement park had finished development and were ready to the public. Thus, after providing the evidence for Joker's incarceration, Batman stepped to the scene as Bruce Wayne and bought all of Joker's fraudulent projects and rebranded them to remove all their previous ties to the clown prince of crime.[2]
Some time after Joker's arrest, Bat-Mite summoned him to a supervillain convention. Certain villains were put in charge of scaring the civilians away from the hosting lodge. It worked against the vast majority of people nearby, but not the Mystery Inc. They alerted Batman with a makeshift Bat-Signal and stayed to investigate while he hadn't arrived. Little did they know that Batman and Robin were already at precinct, but had been subdued by Joker. Luckly, the rest of the Batman Family also followed the Bat-Signal and arrived to stop this nefarious event.[3]

- Joker Venom: A deadly poison that infected his victims with a ghoulish rictus grin as they died while laughing uncontrollably. This venom came in many forms, from gas to darts to liquid poison, and was his primary calling card.

- This version of the character is exclusive to the Scooby-Doo! Team-Up continuity, and two episodes of The New Scooby-Doo Movies, later published on DVD as Scooby-Doo Meets Batman. It is distinct from the other two animated continuities at the time, Filmation Adventures and Super Friends. the characters would not be reused until the Batman: The Brave and the Bold episode "Bat-Mite Presents: Batman's Strangest Cases!".
