Scarecrow was once a foe of Batman, now an enforcer of his former enemy following the latter's turn to evil and discovery of the Anti-Life Equation.
History
After humanity embraced evil, they brutalized Batman. In response, Batman decided to become a conqueror named Omega. He killed Darkseid, discovered the Anti-Life Equation, and subjugated many of his former enemies to his will. Scarecrow was one of Omega's top enforcers, but lost his limbs, requiring him to be carried around by Bane.[1]
After Alfred allowed a clone of Omega to leave the facsimile of Gotham he had made, Scarecrow and Bane arrived to give an offer from Omega to Alfred: come back to Gotham and become modified, "stronger". However, Alfred refused the offer and pulled out a shotgun, only for Scarecrow to jab him with needles injecting lethal amounts of toxins. Omega himself then came onto the scene and revealed that the toxin Scarecrow injected would create a fantasy that the Waynes ended up safe that fateful night, allowing Alfred to die peacefully.
Scarecrow and Bane somehow managed to follow the Bruce Wayne clone and the Joker to the Fortress of Solitude, where Scarecrow injected one of Lex Luthor's clones of Superman with a mind-control drug and had them attack Bruce and Luthor. When Wonder Woman killed the clone, Scarecrow revealed that he had drugged all of the clones and unleashed them on his foes. It was due to Luthor's sacrifice that Bruce and Diana escaped.[2]
Scarecrow later informed Omega that the amplifier of the Equation, Martian Manhunter, was almost ready, but warned that the new Batman could be coming, though he assured his master that they would still win.
Scarecrow and the other former Gotham rogues guarded J'onn while Wonder Woman and the Court of Owls infiltrated Arkham Island. While a device created by Mad Hatter that transmitted a "neuro-wave" initially made the Court imperceptible to the hostiles, the ruse was discovered and the neuro-wave, broadcasted by Jim Gordon, was shut off, causing Scarecrow and his comrades to attack. Scarecrow poisoned Duke Thomas and tried to poison Bryce Grayson, but her father Dick took the stab for her.
After Omega was killed and the Equation's signal shut off, Scarecrow and the others became docile. It is not clear what happened to them afterward.[3]

- Missing Limb: For some reason, implied to be due to Omega's experiments to "strengthen" his former enemies, Scarecrow lacks his hands and legs, requiring him to be carried by Bane. In place of hands are prosthetics with spider-like fingers tipped with syringes.
