Dr. Jonathan Crane is a criminal in Gotham City known as Scarecrow, who takes pride in spreading fear using his fear toxin. This makes him an enemy of Batman. He later became a consultant to the Gotham City Police Department, until he escape from prison and create the Red Hood in a plan to try to kill everyone in Gotham, but he was stopped by the Titans.
