Joe Chill was a mugger who infamously killed Thomas and Martha Wayne.

To test Batman, as he foresaw the world degenerating into chaos, Joker used his connections to the supervillain community to genetically engineer a boy who would look like he was Chill's son.[1] He faked paperwork to make it seem like Chill's son was killed during an appendectomy by a drunk Thomas Wayne and his death covered up by the Waynes' influence, thus making Chill's notorious murder revenge rather than a random crime. Joker through unknown means managed to get Chill to play along with this deception.[2]

After Batman was tricked into triggering a trap involving the "son" that ended with a bullet wound in his stomach,[3] he arrived at Chill's apartment and interrogated him, starting a fire in the process. After a brief scuffle, Chill sarcastically said his "son" inherited his knack for "plugging Waynes in Crime Alley," stated the lie that the murder that night was for revenge, and ominously warned Batman what was coming.[2]

It is unknown what happened to Chill afterwards, especially when the world fell apart like Joker predicted.
