Joe Chill was a low profile criminal from Cleveland who travelled to Gotham City, running away from the authorities and looking to make a new life.
History
Chill was told by one of his contacts to meet with Lew Moxon, as he would provide him with jobs or "assignments". Unfortunately, Moxon had already been threatened by the Batman of Earth-One about dealing with anyone called Joe Chill, whom the Batman believed to be the prophesied killer of Thomas and Martha Wayne which the Phantom Stranger had warned him about. The paranoid Moxon had one of his men kill Joe when he contacted Moxon.
However, with his last words Chill was able to warn the Batman that Moxon's henchman was set up to kill the Waynes that same night. Chill thus posthumously saved the Waynes by enabling the Batman to track down the man and take away his gun, averting the double murder. The Batman left an anonymous tip to the Gotham City Police Department that Moxon was responsible for Chill's death, ensuring that Moxon would be jailed and could not organize another attack on the Waynes.

- Joe Chill was created by Bill Finger and Bob Kane, first appearing in Detective Comics #33. However, the Earth-Five version of Joe Chill first appeared in Detective Comics #500 by Alan Brennert and Dick Giordano.
