The Atomic Skull was the leader of the metahuman prison gang inside the jail known as the "Hall of Doom".

History

When Heatwave staged a prison break, Atomic Skull tried to stop him. Heatwave, killing a member of Skull's gang, convinced them that Skull had secretly been working against all the prisoners' interests in order to get special treatment from the guards. For this, Skull was attacked by the rioting prisoners.
