Justice, Inc. is a private detective organization dedicated to hunting down criminals. They are funded and run by self-made millionaire Richard Benson, also known as the Avenger.
Justice, Inc. was created by Paul Ernst, originally appearing in the Avenger's pulp comics magazine in 1939. DC Comics has licensed the rights to publish Justice, Inc. comics several times, and their first DC appearance was in Dennis O'Neil's Justice, Inc. #1. (1975)
