Justice League America (Volume 1) with a cover date of September, 1990.
Synopsis for "Solicitations"
As Gypsy and J'onn J'onzz stand over Despero's dormant form the two discuss what they ought to do with it, Gypsy arguing that it ought to be killed as revenge for her parents while J'onn comments on its faint consciousness.
Gypsy leaves, deciding not to join the Justice League International and J'onn bumps into Max Lord on his way out. The two discuss their latest vetting processes to drum up extra muscle for the team. Especially following Mister Miracle's death.[1]
Meanwhile, the other members of the team are out recruiting; Blue Beetle and Fire travel to Texas to find El Diablo, Guy Gardner seeks out Starman and Huntress and Ice attempt to recruit Hawk and Dove.
Each of the teams are uniquely unsuccessful; Beetle becomes increasingly tired as Fire and El Diablo converse in Spanish, Guy is enraged when Starman blows him off and the two fight, and Hawk and Dove are just plainly uninterested.
Unbeknownst to all of the others, above Earth, Manga Khan's ship loomed and it is revealed that the Mister Miracle who died at Despero's hand was, in fact, a robot duplicate! As his fellows struggle to recruit, Mister Miracle, Oberon, Manga Kahn, Funky Flashman and L-Ron beam down into Max's office where he explains how they all believed Scott to be dead...even Barda!
Oberon is accosted by Ice for missing Scott's fake funeral and Batman tells J'onn that he does not wish to join the team fully. Seizing the opportunity, Max trades Despero's husk for L-Ron and Lightray and Orion appear at the League's doorstep, wanting to join.
