Justice League Europe (Volume 1) with a cover date of December, 1990.
Synopsis for "Blood, Sweat and Tabloids"
Captain Atom and Catherine Cobert are discussing the Justice League Europe's relocation to London after the destruction of the Paris Justice League Embassy[1] when they are called to the monitor room. Maxwell Lord restructures the JLE command structure, making Catherine Cobert head of the team while Captain Atom retains leadership in the field. The Captain relieved by this lightening in his responsabilities, while Catherine is uncertain of her fitness for the role.
The Silver Sorceress tours the embassy, seeing Rocket Red and his family off as they go shopping, and coming across Kara, incensed by a British tabloid's publication of pictures of herself in a bikini. She brings the issue to the attention of Captain Atom, who happily informs her that the matter is now Catherine's responsibility, and she leaves to find the new team head. At a clothiers, Wally West attempts to bill his new wardrobe to the Justice League International, but is unable to provide identification of himself as the Flash, while the Crimson Fox moves into the London offices of Revson Industries in her civilian identity as the company's owner, and Blue Jay explores the city.
Catherine raises Maxwell Lord again to share her concerns over her appointment as JLE head, citing her lack of superhuman powers. Lord assures her of his faith in her, claiming to be a non-metahuman himself, and Catherine is called away to deal with their cat's killing of a local dog. She is disbeliving, while Captain Atom is delighted that the problem is none of his concern. Metamorpho struggles to buy clothes from a tailor without providing his measurements until his appearance is revealed, and back in Paris, Inspector Camus learns to his dismay that he has been assigned to join the JLE in London as Interpol liaison. Out in the city, Kara reprimands Captain Atom for his schadenfreude at Catherine's struggles. Contrite, he decides to offer his help, and Kara offers to buy a gift for him to give her by way of apology.
Back at the embassy, Silver Sorceress and Blue Jay attempt to bond with Kilowog over their shared status as newcomers to Earth, and Catherine is unable to find Mitch Wacky, who has left to visit Disney World while back on the street, Captain Atom and Kara are puzzled by London's pedestrian subways. Later, Catherine updates the JLE's files, purging Wonder Woman and Animal Man's member profiles. She is joined by Captain Atom, who offers his apology and Kara's gift. To his shock, he finds that it is lingerie, for which Catherine thanks him with a kiss. Meanwhile, Mr. Bigger's men are frustrated to learn that their study of the JLE's Paris embassy has gone to waste, and start over in London while they wait for new orders from their superiors.
