- Y'know, ladies and germs -- I've got my foot on the on the destruct switch even as we speak -- and it would be just like me to activate it. But, considering the day I'm having... I just know that it wouldn't work. And I'd be sitting here with egg on my face. Again. Well I'm crazy, ladies and germs, but not that crazy. I WANNA GO BACK TO ARKHAM!!!

Justice League International Annual #2 is an issue of the series Justice League International Annual (Volume 1) with a cover date of July, 1988.
Synopsis for "Hit or Miss!"
At the Innovative Concepts Building in New York City, Rumaan Harjavti rifles through rubble in a room that has been destroyed during an attempt on the life of Maxwell Lord. The Joker is also on the scene: both are looking for information that they can use against the heroes who have thwarted them in the past. The two decide to pool their resources to kill the Justice League International. As individual attempts to murder the members separately fail, he eventually steals a tank to kill them all at once as they have congregated at Big Barda and Mister Miracle's home for a cookout. The tank was the stolen property of the One-Thousand. They have a brief fire fight that destroys a neighbor's house before the League makes short work of them. Batman arrives just in time to immediately turn around in frustration.

Notes
- Released between Justice League International #14 and 15.
- This story is difficult to fit into continuity. The presence of Green Flame & Ice Maiden implies that it must occur after Justice League International #15 (their first mission immediately after gaining probationary status), but the appearances by Mister Miracle (kidnapped by the Cluster from JLI #15–21) and Rumaan Harjavti (killed in JLI #16) make that impossible. The only solution seems to be that the story actually occurred somewhere between JLI #12 and #14, and that Green Flame and Ice Maiden had already been introduced to the other Leaguers.
- This comic is actually titled "Justice League Annual 2" in the indicia.
- After his deal with the Joker doesn't work out, Colonel Harjarvti speculates on starting negotiations with the Queen Bee.
Trivia
- Booster Gold identifies himself as an atheist in this issue.
- Joker reveals that he learned Bialyan language at Arkham. (It was either that or Victorian poetry).
