Justice League International #9 is an issue of the series Justice League International (Volume 1) with a cover date of January, 1988.
Synopsis for "Seeing Red"
Even as the Justice League leaves the meeting of Earth's super-heroes at the Green Lantern Citadel, one of its members, Rocket Red #7, reveals himself as a Manhunter and asks his human colleagues to join them. Trapping Batman, Black Canary, Blue Beetle, and Mr. Miracle inside their ship, the renegade hero sends it hurtling toward a Bialyan oil refinery. In New York City, Oberon tracks their flight pattern and notices that they are veering off course, so he places a call and Captain Atom heads out to help them.
Booster Gold, Guy Gardner, and the Martian Manhunter, flying outside the ship, are powerless to save their teammates, but a squad of Rocket Reds summoned by Oberon arrives in time to prevent the crash. The Manhunter Rocket Red is destroyed when he rises from the rubble with a drawn weapon, only to be stymied by Booster Gold's force-field. The League briefly clashes with Rumaan Harjavti but leave without further incident.
At the same time, in New York City, Maxwell Lord is in his office talking through a computer to an unknown voice. He is attacked by a Manhunter posing as his secretary, who is in turn attacked and destroyed by Lord's computer.
