Synopsis for "Welcome to Sundown Town - Chapter 2: Shadow and Act"
In Metropolis at the home of Kimiyo Hoshi (Doctor Light), Batman, Firestorm, and Black Lightning battle Starlight and Payback, members of the unknown group called the Shadow Cabinet.
At the Watchtower, the other members of the Shadow Cabinet including Icon, face the Justice League of America in a tense stand-off. The League demands that they return the remains of Doctor Light (Arthur Light) which are in the form of a candle due to the way Spectre killed the villain.[1] The Cabinet members refuse and Hardware is about to unleash a blast of red solar radiation on Superman when Red Arrow shoots an arrow into Hardware’s forearm blaster. Icon then punches Superman with such a powerful blow that Superman is propelled through the wall of the Watchtower and into space. Icon warns hardware that Superman will be back in moments. A fight between the two teams breaks out. Meanwhile, Icon has slipped outside, and it is revealed that Superman and Icon are working together, but they must keep a secret from their teams lest someone called Dharma find out what they are doing. There must be a fight because if the League merely gives them the remains, Dharma will begin investigating. Icon admits that his team cannot beat the League, but they can escape with the remains. If they do not, Icon says, a madman with the power of a god will destroy everything we hold dear. However, before they can escape with the remains, a portal opens and Hawkman emerges. He warns that Shadow Thief is trying to destroy the Earth and he needs help in stopping him.
