Synopsis for "Chapter One"

Numerous criminals around the world, ranging from Black Manta to the Toyman, are plagued by nightmares of an apocalyptic nuclear war that the Justice League of America is utterly powerless to stop. To stop these visions from becoming reality, Lex Luthor gathers the criminals into a legion with the ultimate goal of replacing the League as the world's benefactors and protectors.

To this end, Black Manta is tasked with raising a city under the sea. These efforts are soon noticed by Aquaman, who confronts Manta with a school of sharks as backup. Without warning, Manta suddenly gains control over the sharks, and uses them to violently subdue Aquaman. The bloodied, battered Aquaman is then taken into the city, which is to serve as headquarters for Luthor's new legion.
