In the early 1940s, the lost nation of Kafoonistan, in the Mountains of Mystery, in unfathomed Asia, was still completely isolated.
History
When the High Priest of the Circle of Kafoon died, his Sub-Priests followed the scriptures and prophecies of their faith, and traveled "the outer world" in search of a new High Priest, one rare person who would physically resemble the terrible god of their cult, Dhoy Bee.
Their relentless search eventually brought them to the United States, and Capitol City, from whence they kidnapped a local taxi operator, one Charles Dickles, who habitually answered to "Doiby", which to the cultists sounded just like "Dhoy Bee". They kidnapped this driver twice, which twice brought them into conflict with the Green Lantern. On their second abduction, however, they painted him green, dressed him up in godly raiment, and hypnotized him into believing that he was Dhoy Bee, new High Priest of Kafoonistan. This delusion persisted even after Dickles was again rescued by Green Lantern. But soon Dickles was hypnotically returned to his normal personality, and the doubly-defeated Sub-Priests complied with Green Lantern's suggestion that they should return to Kafoonistan, and be content to worship Dhoy Bee from afar. They have not been heard from since then.
