Kaizen Gamorra is the dictator of the Asian island of Parousia and a frequent enemy of the StormWatch. The New 52 later introduced a new version of the character.
Kaizen Gamorra was created by Brandon Choi, Jim Lee, Warren Ellis and Tom Raney, first appearing in StormWatch #40 (1996).
