Karoi is a land of plenty and strange wisdom, behind a range of hitherto unknown mountains.
Until the early 1950s, all tales from this place were widely considered to be just legends. But the Karoi people were real, and were militantly xenophobic. When a delegation from the western democracies approached their border, offering peace and commerce, it was warned away by a detachment of cavalry. After a visit from the famous Blackhawk Squadron, by the order of Karoi's hereditary monarch, Queen Laria, this policy was reversed, and Karoi sought friendship with the western nations. The queen further declared her intention to remain unmarried and to have her successor be elected by her people.

- Karoi was a nonconstitutional monarchy, for all of its history, until 1950 when it became a democracy.
- Despite the terrain of their steeply mountainous home country, Karoi soldiers ride horses, and dress in ornate 19th-century-style uniforms. They look European. Their horsemen carry curved swords, their infantry carry straight swords, and no guns are visible among them.
- Karoi is remote from all modern nations, and somehow got through both world wars without any involvement. Not even Finland did that, so this country is extremely distant from any trade routes or waterways. Terrain is extremely rocky and steep.
