Kevin Maxwell was the founder of the American Supremacist Party, a splinter group of the American Nazi Party.

Maxwell masterminded a string of terrorist bombings and intended to secede from the U.S. to create the "Union of White States", but his plot was stopped by Checkmate and Maxwell himself was killed by agent Gary Washington.
