Kilgore is an enemy of Naomi. She is one of the twenty-nine of her reality who developed superpowers from radiation exposure, who went on to survive the ensuing war and make herself a conqueror.
History
Naomi
After the depletion of Earth's protective layers, Kilgore was among the twenty-nine people who were given access to "godlike" powers. Some time after the crisis, a portion of those who were gifted fought for control of the Earth while the others fought to protect it. One month after the event, Kilgore was among the surviving fifteen that lived, and the remaining eight that stayed on Earth. They attempted to call a truce, yet another, more powerful amongst the survivors, named Zumbado, continued his conquest and was ultimately victorious in conquering half the world. While Kilgore was forced to accept this, she and others amongst those who remained grew spiteful, wishing to kill him.
None of the twenty-nine had been able to procreate, until Naomi's mother miraculously gave birth to her. Zumbado, the most vile of the twenty-nine, sought to end Naomi's life to prove his superiority among the twenty-nine. However, Naomi's parents, with the help of a woman called Akira, made preparations for Naomi's escape.
While Zumbado was all too interested in hunting the girl down, going so far as to kill her parents, Kilgore and the other survivors were more than content to watch over the situation.[1]
Port Oswego
Eventually, Naomi's existence revealed a resource that none of the Powers could ignore. Zumbado found her first, but lost in a fight against her, underestimating her powers. Then, the most impetuous of them, named Brustus, utilizing experimental technology, opened a portal and found her new Earth, still beautiful and lush, not yet destroyed by radiation.
After Brutus encountered the defenders of that Earth, the Justice League, he and Zumbado gathered the other Powers, including Kilgore, in order to take their world. Though, they run into the roadblock of being unable to find the correct Earth for a while- until the Thanagarian warrior, Dee, in an attempt to spare Naomi from her destiny with Zumbado, attacks them.
Zumbado bests Dee, and the six Powers follow him as he returns to his Earth, arriving in Naomi's hometown, Port Oswego. Kilgore and the other Powers allow Zumbado and Brutus to take the lead in the fight, just harassing Naomi here and there, while taking in the sights of the Earth.
When Naomi manages to beat both Brutus and Zumbado, Kilgore and her allies move to finish her off. Still, much like Zumbado, they underestimate her, and find themselves beaten back as she evolves her powers in the middle of the fight,
Soon, the League arrives to help with cleanup, and the Powers find themselves preparing for a trip to the Phantom Zone.[2]
