King Cobra is a human spliced with snake DNA and he was Abel Cuvier's muscle, along with Ramrod.
History
Cuvier sent the two, along with Tigress, to assassinate District Attorney Sam Young to stop him from outlawing splicing. Batman managed to rescue him, but he had been spliced with bat DNA by Cuvier, and as he transformed, the splicers fled, figuring he would finish their job for them.[1]
