History

In 1941, in Washington, D.C., espionage agents of Kioland undertook an elaborate ruse, by blowing up the Hermese Embassy. The Kiolandese goal was to coerce Herma's government into declaring war against the U.S. This in turn would allow Kioland to step in and "protect" Herma. An American counter-espionage agent, Don Borden, and his secret ally, the Phantom Lady, investigated this incident, and learned that it was a ruse, and who had set it up. They exposed and defeated the enemy agents, and war was averted.
