History

For the seven years leading up to 1999, the United Nations enforced stringent trade sanctions against the Middle-Eastern "rogue state" of Kirai, causing nationwide shortages of critical goods. And as bad as things were around Bemsal, the capital city, conditions were far worse in Kirai's southern Province of Vudistan, which was being ethnically cleansed by the national government. As a result, a mass migration of Vudish refugees were fleeing across the border between Kirai and Negraab. Somehow amid the general deprivation, Kirai's President Gosnar Methan maintained a very luxurious lifestyle.

He also persistently turned away U.N. weapons inspectors, a policy that got him targeted by an inexperienced and mentally ill American superhero, Antaeus, who independently invaded Kirai, destroyed some jet fighters, and publicly killed President Methan. This created a power vacuum in Kirai, which a number of well-armed factions sought to fill, inflicting over 10,000 civilian casualties along the way. Meanwhile neighboring Negraab openly armed the rebels of Vudistan, who successfully seceded from Kirai.
