Kyle Talbot was a functionary in the U.S. Department of Defense and gubernatorial candidate who was exposed as a criminal by reporters of the Galaxy Broadcasting System and vowed to destroy GBS in revenge.
History
Talbot used his position to steal the designs to experimental, cutting-edge military hardware before running for Governor of New York[1], but reporters in the employ of GBS exposed his treason to the public. How Talbot evaded repercussions for his actions is unknown, but he was disqualified for the gubernatorial election and his political aspirations were ruined. Driven by the lust for vengeance, Talbot attacked the Galaxy Building by directing carrier pigeons tied to nitroglycerin explosives with an ultrasonic guidance whistle, and then again with a "negative-electricity" generator. Both attempts at sabotage were foiled by Superman. Talbot then attacked the building with a VTOL plane powered by a synthetic Kryptonite fuel source, drawing out Superman and incapacitating him with the K-exhaust. Then, Talbot brought Superman to the building's sub-basement and attached his inert body to an explosive that would use Superman's own metabolic energy to trigger a massive explosion. To thwart the saboteur, the Galaxy Building's controlling AI Compuxo spurred Superman into action with an electrical jolt, mentally programming him to smother the explosive under his indestructible cape. Although most of the concussive force of the detonation was absorbed by the cape, enough force transmitted through the cape that the entire room was blasted to rubble, destroying Compuxo and taking Talbot's life as well.[2]

- In the letters pages of Superman #292, Carl Hopkins of Pottsville, Pennsylvania, speculated that writer Cary Bates named this character after actor Lyle Talbot, who played Luthor in the Atom Man vs. Superman movie serial. Editor E. Nelson Bridwell responded, alleging that Cary replied when asked that the similarity in names was merely coincidental.
