Latara was a republic in the South America.
History
For some time, during the late 1930s, a weapons-smuggling steamship line operated between a U.S. seaport and Latara. A young American shanghaied tourist named Pep Morgan accidentally got involved in busting this gang, and ended up stranded in Latara. At this time, Latara's President was Don Luis Ramos. The same American tourist randomly got close enough to disrupt a public assassination attempt against Ramos, and Morgan became something of a national celebrity, in Latara.
