The League is an alliance between the Lands of El, Amazonia and the Kingdom of Storms.
History
Since the El's came to Earth, they were enemies of the Kingdom of Storms, as King Jefferson believed they were the demons in human shape that his court mage John Constantine prophesied would destroy the world. The Amazons attempted to stay neutral and sought good diplomatic relationships with the Lands of El, but they had a longstanding alliance with the Kingdom of Storms that would have required them to fight on their side in any war against the El's.
The three kingdoms were manipulated into war by the White Martians and almost destroyed each other, only realising their folly at the last minute. They united against the invaders and easily defeated them with their combined strength. With the Martians defeated, the kingdoms decided to formally ally together and unite into the League to better face any other external threats.
There are others who could see the alliance as a threat, such as the Ocean Kingdom, the Sky Realm and the Frozen Isles of Jarnlünd, so the advisors of the three kingdoms and also members of the League, John Constantine, Lois and Harley Quinn, still needed to plan the kingdoms' defenses.

- Justice League was created by Julius Schwartz and Gardner Fox, first appearing in The Brave and the Bold #28. However, the Dark Knights of Steel version of Justice League first appeared in Dark Knights of Steel #12 by Tom Taylor and Yasmine Putri.
