My name is Eobard Thawne. With the help of Damien Darhk, Malcolm Merlyn, Leonard Snart and Mick Rory, I've obtained the Spear of Destiny. An ancient artifact with the power to rewrite reality itself, and we have. It's a brave new world. 
The Legion of Doom was a cooperation of villains to fight the Legends.
History
After correcting the Flashpoint timeline, Reverse-Flash left to continue his plans at ruining the Flash's life. However, as another Time Remnant had already taken the identity of Harrison Wells, he now had no purpose to exist. As a result, the Speed Force sent an enforcer to kill Thawne and erase him from existence completely. Evading Zoom, now a mummified and mindless monster bound to will of the Speed Force, Thawne decided to locate the Spear of Destiny to rewrite reality to ensure his survival.
Becoming an occassional ally to Damien Darhk, and other villains in Earth's history, Thawne worked to build up resources for his plan. After the Legends revealed to Darhk that he was destined to be killed by the Green Arrow in 2016, he joined Reverse-Flash in his quest to alter their fates. They recruited the last man to hold the title of Ra's al Ghul: Malcolm Merlyn.
Together, the trio worked to lure the Legends to them, so to acquire the Longinus Amulet. They succceded, gaining a hologprahic map to the scattered pieces of the spear. However, only one man who be able to help them decipher this compass: Rip Hunter.

- The name "Legion of Doom" was coined by Dr. Nate Heywood. According to Heywood, he took it from a Hanna-Barbera cartoon, that he liked as a kid.[1]
