The Legion of Doom was a team of villains formed by Vandal Savage as part of an elaborate plan to take over the planet.
History
After using the Royal Flush Gang to successfully test out intangibility technology, Vandal Savage hired Mirror Master to sneak into the Batcave and steal Batman's files on all the Justice League members. Savage then enticed Bane, Star Sapphire, Metallo, Ma'alefa'ak, and Cheetah to the Hall of Doom with the promise of 10 million dollars each. Savage welcomes them to the Hall of Doom and appeals to their vendettas against the Justice League by offering to help each other take down the league. Savage explains he has access to information that will aid in killing the Justice League, and offers to pay them an additional 100 million dollars for each member of the league they kill. The villains agree with Savage and join the Legion of Doom.
Armed with the information files on each League member, the Legion of Doom targets the League's weaknesses. Seemingly successful in killing the Justice League, the Legion of Doom celebrate their victory. Savage then relieves them of duty, however the Legion remember Savage had a large scheme planned after killing the League. Savage reveals his next plan to eradicate half of the world's population and reduce the world to a privative state. Savage explains his plans are to "soften-up" the world so that his rule over humanity will come easier. With the promise of shares over what remains of the planet after it's decimation, the Legion of Doom agree to follow Savage's plan. Savage explains the full details of his plan is to fire a missile into the sun and cause a solar flare that will wipe-out the entire sun-facing side of the Earth and cause an massive EMP that will disable all technology more advance than the steam engine.
Before activating the missile, The Legion is ambushed by the Justice League and fight. Despite the Legion's defeat, Savage is successful in launching the missile and causing a solar flare. However, the League remember the intangibility tech used by the Royal Flush Gang and realize the Hall of Doom is a large intangibility device. Using the Hall of Doom and the Watch Tower, the League are successful in turning the Earth intangible long enough for the flare to pass. The Legion members are all imprisoned and seemingly disbanded.
