One of Gotham City's many homeless, Legs is so called because he lost both of his lower limbs during the Vietnam War, where they were blown off by a landmine.
History
He used a tray on wheels to move about the city and was frequently on the periphery of events involving the many costumed guardians of Gotham.
An opinionated individual, he came to support the cause of Anarky, speaking out in his favour and sometimes helping him in his activities in various ways.[1][2]
