Leonard Davis was a SWAT Commander in Pittsburgh during the time when Firestorm operated there.
History
He often worked together with Chief Bernard Ferguson, but never learned that Ferguson was a Manhunter agent.
Leonard was often very supportive of Firestorm, to the point of defending him from Chief Ferguson's judgement and being treated as a friend by Firestorm himself.
That changed when Firestorm decided to pressure the world's governments to let go of nuclear weapons. For reasons not fully explored, Len strongly disapproved of that decision and cut his links to Firestorm.
