Captain Cold was a member of the Legion of Doom.

Origin

Leonard Snart is a professional criminal and, oddly enough, a man with little vision. He desired a criminal career in Central City and therefore dedicated himself to killing the Flash as a start. Despite his rational mind, he is a fool. Believing a cyclotron could stop the Flash, he attempted to steal one, but in the process he triggered the cyclotron. It irradiated Snart's experimental handgun and transformed it into a freeze device that he used on the Flash and Central City numerous times.

Snart now calls himself Captain Cold. He seems satisfied with the basest of crimes, selling his services for wealth more than for power. For comfort more than for control. His wants are petty.[1]
