Lester Downs was a superior of NPS whom often abused his station to deride underclass operative Agent Wax every chance he could.
History
Senior chairman of the National Park Service station, a sort of black book posthuman observation agency that monitors SPB activity in the greater Americas for the White House and its adjacent governing bodies. Agent Leslie Downs is a married man whom often acts more engaged to the job than his home life as a white collar iconoclast.
Whilst running a summarily tight ship in the National Park Service bureau, devoted to observing and studying the comings, goings, not to mention the leavings of superpowered phenomena.
Lester was in no way remotely morally sound. Much less characteristically fair to many of his employees at the branch he oversaw. Taking a particularly special disliking of (then unknown) superpowered service operative Agent Wax. An exemplary field operator whom he often took sadistic delight in inconveniencing every chance he could get. From giving him demeaning & mediocre assignments while out on mission to slating him with an unrequested partner, mainly for annoyance purposes.[1]
Some time after Wax temporarily quit working under the service and rejoined a little while after. Mr. Downs truly showed his contempt for the veteran the minuet he had the former abbetor demoted to a desk jockey position as a welcome back gift.[2] He didn't make things any easier for his toady due to all the unauthorized vacation's of position made whenever he had to meet up with his prior contact in Jack Marlowe, or whenever he would silently observe a crime scene despite being assigned not to.[3] As if to further Wax's humiliation, he would eventually demote him again to the motor pool; the National Park Service's car delivery lane, having him assigned to his obnoxious helpmate Miriam as a personal cabbie service.
Unbeknownst to his supervisor, Wax had secretly been using his hypnotic powers to lull Down's wife into doing sexual acts for him behind her husband's back. Mainly as revenge for all the times Leslie dragged his agent's work life through the muck, on top of other insults above that.
Truthfully the overseer began to suspect fowl play on his wife's behalf. Edging out a subtle death threat alongside admissions of adultery on his part in regards to the 'Cold War' he calls a marriage. Lester would soon find out the truth of Miriam's unfaithfulness when agents in his department ran tests on some DNA samples they found in a secluded boiler room, they picked it up from janitorial detail whom did work after the last attended fundraiser gala Downs and his wife partook in.[4]
Seeking to do away with them both, he would first confront Miriam and retort with violence when Mrs. Downs seemingly insulted him while calling out her infidelity. Then the disgruntled agency specialist assigned a snipe hunt disguised as a return to agent status to Wax as a means of luring him to a secluded suburban area where the subject he would be after was last found in its sewer system.
Only to be waiting there, revolver in hand and his bludgeoned woman sitting next to unconscious with her mouth tapped shut at a dinner table adorning candlelight. Having observed Wax use his hidden talents to silence the battle axe he married, Downs soon shifted focus to question how long he'd been secretly bedding her behind the scenes at gunpoint.[5] When his soon to be Ex-Wife got too uppity after having come out of the mesmerism she was under, being insulted that her husband was accusing her of being unfaithful and with one of his "mindless yes-men" no less. Lester lost his patience and shot her point blank, Mr. Down's terrible aim not only saved the harridan's life. It also gave his adversary time to temporarily disable him, just long enough for his former employee to put the whammy on his hateful boss.
Completely paralyzed due to Wax's intervention, Lester sits through a diatribe of insults to his character and personality before being ordered to shoot himself in the head. His body left to rot in the dark tunnels he'd intended to murder them in.[6]
