Lex Luthor was an ally of Superwoman.
History
On the particular Earth that Kara appeared ahead of Kal-El; Lex Luthor not only became a big fan of Superwoman, but the accident (on Earth-One) that caused his hair to fall out -- it didn't occur. So Lex did not turn to evil and remained a strong supporter of Superwoman.
With his pin-up of Superwoman, Luthor did not seem to notice the flirting of the average girl "Carole Zorelle".
