In the Quality Universe, as elsewhere, the post-World War II "Cold War" kept Europe divided for decades, between the (mostly) democracies in the west and the (mostly) communist dictatorships in the east. The United World included, or at least defended: Badarstan, Belgium, Bolania, Borovar, Brosnia, Bulgania, Carabas, (Nationalist) China, Costa Marca, Denmark, Drozh, France, Grelhara, Italy, Kahara, Karlovna, Kimrouk, Kondida, Lashore, Liberra, Lorphah, Luxembourg, Malkaria, Malvania, Marlanx, Monclova, Netherlands, Nurvania, Otero, Pangoy, Porvay, Ranagia, South Korea, South Vietnam, Tacna, Ulma, West Germany, Turkey, United Kingdom, United States, Yugovia and others.

In the 1950s, Liberra was a democracy, and it placed strict limits on freedom of speech. Liberra's leading scientist, an immigrant named Kurt Anton, was tried and convicted of "uttering slander against Liberra", and was deported to his native Viglandt.

A few months later, with no apparent provocation, Viglandt attacked Liberra, using an enormous, extremely powerful, flying weapon, partially invented by Kurt Anton. The famous Blackhawk Squadron was able to destroy the giant weapon, but not before a great deal of destruction was wreaked on Liberra's oil industry and arms production.
