Lillian Hawkes is the founder of the Freak Show, a group of super-powered criminals. Her sister, Veronica Hawkes, was unaware that her company Hawkes International, was being used as a front for Lillian's criminal activity.
History
After Green Lantern defeated the Freak Show, they claimed that they worked solely for Max Castle (the scientist who lead the day-to-day operations of the Freak Show), and that Lillian was being forced to comply. After the defeat, Castle escaped and confronted Lillian, who murdered him in cold blood, but later led Green Lantern and the authorities to believe that she killed Castle in self-defense.
Despite Lillian's crimes, she remained free as no one expected her to be the mastermind behind the crimes which were committed.
