History
Lucius Funk's origin is unknown, but he is probably just a metahuman. He was present at a baseball game where he saw Power Girl. In his mind, she became his girlfriend. Attempting a robbery, he was sent to prison, where he was fitted with a power dampener implant. However, he was able to negate the implant, and repeatedly tried to seduce Power Girl by defeating her. For Power Girl, she regards Funk as a nuisance.
He returned to prison. Years later, he got out of prison somehow, and was hired by a shadowy villain to kill the Justice Society.[1]
