Lock-Up was a costume criminal who was sent to the flying prison known as the "Hall of Doom".

History

There, he joined Mister Zsasz's Non-Meta prison gang.

Lock-Up helped escape during Heatwave's prison break attempt but, when forced to fight a rebelling Eel O'Brian, was blinded by the man and incapacitated.
